The commissioning procedure will involve an Open Competition process:
Stage 1
Short-listing of preliminary proposals, with decisions made by the Selection Panel.
Artists are invited to submit to University of Ulster, at Belfast, Cultural Development Office by 12pm on 11th January 2010 a proposal comprising of the following:
- A written document of a maximum 500 words, outlining their approach to the brief; and describing their initial ideas for the commission.
- A copy of their current curriculum vitae highlighting relevant qualifications and experience for a commission of this nature, particularly information on recent exhibitions and/or commissions.
- Visuals of appropriate recent work in the form photographs, CD or DVD.
- Please submit a maximum of 10 photographs.
- A 200 word artist statement that gives a further explanation of their work to support the enclosed visuals.
Stage 2
A maximum of three short listed Artists will be invited to prepare a detailed proposal for the specific artwork. This submission will require:
- The submission of a full design concept and supporting material, which could take the form of drawings, models or other media.
- A short presentation (maximum of 15 minutes) to the selection panel.
- A detailed budget breakdown including Artist’s fees, materials, site works (e.g. foundation excavation, pouring of foundations, landscaping etc), insurance, electrical/lighting features etc
- Details of the anticipated duration of the project with timescale broken
- down into research, production & delivery.
- Details of all support & resources required.
- Details of maintenance requirements & lifespan expectation.
NB: A small budget is available to support artists in their submission
Criteria for Artist Selection
Submissions for both stages will be assessed against the following criteria:
- Whether the bid is compliant with instructions issued
- Artistic quality – evidenced by track record and quality of work
- Representation of, understanding of and appreciation of the subject
- and brief.
- Durability
The Selection Panel will comprise of representatives from the following
Organisations:
- Representative from the Belfast Harbour Commissioners
- Declan McGonagle, Director, National College of Art and Design, Dublin
- Representative, University of Ulster, Interface
- Tim Kerr, University of Ulster, Cultural Development
- Hugh Mulholland, University of Ulster, Curator
- Representative of the Arts Council of Northern Ireland
The panel will award the commission to one artist based on the submitted
proposals & presentation.
